As part of the tenth edition of the Awareness Caravan on the 2025 Finance Law, the Cultural Complex in Tarka, Errachidia, hosted on Friday, April 18, 2025, a major scientific seminar that ran from 9:00 AM to 9:15 PM, in partnership with the Law and Economics departments, the Chamber of Commerce, Industry and Services of the Drâa-Tafilalet Region, and the Researchers’ Forum of the Ministry of Economy and Finance.

The opening session was chaired by Professor Rachid Boukhrazi, Coordinator of the Master’s program “Finance and Business Strategy,” in the presence of prominent academic and administrative figures, including:

  • The President of the Drâa-Tafilalet Region
  • The President of the Errachidia Municipality
  • The Dean of the Multidisciplinary Faculty of Errachidia
  • The President of the Chamber of Commerce, Industry and Services of the Drâa-Tafilalet Region
  • The Regional Treasurer of the Drâa-Tafilalet Region
  • The Regional Director of Taxes of the Drâa-Tafilalet Region
  • The Head of the Law Department and the Head of the Economics Department at the faculty
  • The President of the Researchers’ Forum at the Ministry of Economy and Finance

The seminar opened with an introductory lecture titled “General Context of the 2025 Finance Law: Legal and Economic Approach“, delivered by Mr. Othman El Mouden, President of the Researchers’ Forum at the Ministry of Economy and Finance, and moderated by Professor Mohamed Zarouki, the forum’s regional coordinator.

Subsequently, two scientific sessions were held, addressing key issues related to the 2025 Finance Law within the context of Morocco’s economic and social transformations. The first session covered topics related to structural changes in the preparation of the Finance Law, integration between the State and local authorities, and possible measures to stimulate the labor market.

The second session focused on tax segmentation, sustainable development prospects under the new Finance Law, the challenges of digitalization and social issues, and the role of local finance in achieving territorial justice and good governance. The presentations stood out for their scientific depth and the diversity of analytical perspectives, enriching the discussion and contributing to a comprehensive vision of current challenges.

The seminar saw strong engagement from participants, filling the hall and raising important questions that enriched the scientific debate on the 2025 Finance Law and its economic and social impacts.

The day concluded with the announcement of the continuation of the Researchers’ Forum mission activities in the capital of the Drâa-Tafilalet Region, through the organization of a parallel training workshop for students on Saturday, April 19, 2025, starting at 10:00 AM, at the Multidisciplinary Faculty of Errachidia.

The workshop topics included:

  • Public Procurement Disputes
  • Administrative Disputes
  • Tax Disputes
  • Real Estate Disputes
  • Preparation for Competitive Exams

These workshops were conducted by a team of professors and researchers from various universities and public administrations. This scientific and educational event represented an important milestone in strengthening the culture of supporting the Finance Law and connecting the university with its socio-economic and institutional environment.
